As I speak, officials have identified the shooter, a 29-year-old man, who’s been on the run. He’s been described as a French national of Chechen origin, which is a major concern for authorities. His motivations are still unclear, but this is a stark reminder that terrorism can come from anywhere and can strike at any time.
