LA’s Plan to Rebuild Homes After Devastating Wildfires

As the sun rises over the charred remains of homes in Altadena, California, one family’s determination to rebuild is a beacon of hope in the face of devastation. Dr. Damon Raskin’s home in Pacific Palisades burned to the ground just weeks ago, but he and his family have already made the decision to rebuild.

The task ahead is daunting, with over 12,000 destroyed and damaged structures to be rebuilt at a cost estimated at $40 billion. The California Building Industry Association (CBIA) has estimated that it will take a comprehensive, programmatic approach to remove tens of thousands of acres of hazardous debris.

California Governor Gavin Newsom and Los Angeles Mayor Karen Bass have issued executive orders to expedite the cleanup and rebuilding processes, suspending permitting and review requirements under the California Environmental Quality Act and the California Coastal Act.

Homebuilders are also playing a crucial role in the rebuilding process. Tom Grable, division president of Tri Pointe Homes, notes that while rebuilding homes themselves is the easy part, the much harder task is bringing the lots back to buildable form. He emphasizes the need for a comprehensive approach to cleanup and rebuilding.

The CBIA is working to facilitate the process, providing resources and support to homeowners, builders, and regulatory officials. The association’s president and CEO, Dan Dunmoyer, notes that the rebuilding process will involve multiple stakeholders, including builders, architects, engineers, and materials suppliers.

Homeowners like Dr. Raskin are also facing the challenge of navigating the complex process of filing insurance claims and securing funding for rebuilding. Many are turning to the California FAIR Plan, a so-called insurer of last resort, but the plan’s limited funds are a concern.

As the rebuilding process begins, it is clear that it will be a long and arduous journey for those affected by the wildfires. However, with determination and cooperation, it is possible to rebuild and create a safer, more resilient community.
