Jeffrey Maddrey, a 33-year NYPD veteran and the department’s highest-ranking uniformed officer, admitted through his lawyer that he had a “consensual, adult relationship” with a subordinate, Lt. Quathisha Epps. Maddrey’s lawyer, Lambros Lambrou, denied Epps’ claims that Maddrey demanded sex in exchange for extra pay.
Epps, who holds an administrative post in Maddrey’s office and was the NYPD’s top earner in fiscal year 2024, claiming Maddrey engaged in “quid pro quo sexual harassment” by coercing her to perform unwanted sexual favors in exchange for overtime opportunities in the workplace. Maddrey denied the allegations and claimed he had no authority to sign off on overtime pay.
Lambrou presented text messages, phone records, and “racy videos and photographs” that he claimed Epps sent to Maddrey to initiate the relationship. However, Epps’ lawyer, Eric Sanders, said the admission of a consensual relationship between Maddrey and Epps contradicts a previous statement denying all allegations.
Epps alleges that when she finally pushed back against Maddrey’s demands, he retaliated by claiming she was abusing overtime, prompting the department to launch a review. The NYPD has launched an investigation into the allegations against Maddrey.
Maddrey’s resignation from the NYPD is effective immediately, and John Chell, the former chief of patrol, will serve as chief of department on an interim basis. The investigation into the allegations against Maddrey is ongoing, and the department has declined to comment further.
