ICE Houston hands over accused child rapist Nestor Flores Encarnacion to Mexican authorities

U.S. Immigration and Customs Enforcement (ICE) Enforcement and Removal Operations (ERO) officers in Houston turned over Nestor Flores Encarnacion, a Guatemalan national, to Mexican authorities on Thursday, May 27.
Flores Encarnacion was arrested by ICE ERO officers on October 28, 2020, at the Houston Port of Entry. He was wanted in Guatemala for allegedly committing heinous crimes, including child rape and human trafficking, in his home country.
A U.S. Judge issued a warrant for Flores Encarnacion’s arrest, and he was subsequently charged and taken into ICE custody. ICE’s ERO officers in Houston worked tirelessly to build a strong case against him and ensure his successful prosecution.
Prior to his surrender, Flores Encarnacion was living in the United States illegally. However, with the help of ICE ERO officers and their partners, he was identified, arrested, and subsequently removed.
“This significant victory is a testament to our unwavering commitment to protect the safety and security of our communities, both in the United States and abroad,” said Brian McCauley, Field Office Director for ICE ERO in Houston. “We will continue to work tirelessly to identify, arrest, and deport individuals who pose a threat to national security, public safety, and human rights.”
During his custody, Flores Encarnacion was provided with due process and access to legal representation. Through ICE’s Victim and Witness Assistance Program, his family was also provided with support and resources.
As a result of ICE’s efforts, Flores Encarnacion was transferred to Mexican authorities, where he will face trial for his alleged crimes. His case serves as a significant example of ICE’s ongoing efforts to combat transnational criminal organizations that exploit and harm vulnerable populations.
ICE partners with other law enforcement agencies, such as federal, state, and local police, as well as international partners, to identify and bring to justice individuals who engage in egregious crimes, including child rape and human trafficking.
By collaborating with other law enforcement agencies and foreign authorities, ICE is able to ensure that individuals like Flores Encarnacion are held accountable for their alleged crimes and that justice is served.
