A New York City Police Department (NYPD) lieutenant has made a harrowing accusation against top cop Jeffrey Maddrey, alleging that he repeatedly sexually assaulted her in his office. According to the lieutenant, Quathisha Epps, 51, Maddrey used his position of power to take advantage of her financial and emotional vulnerabilities.
Epps alleged in an interview that Maddrey, who is the highest-ranking uniformed officer in the department, first made advances towards her in June 2023, shortly after he became the Chief of Department. He supposedly asked her for sex, making lewd comments and demands, including anal and oral sex, and even rubbed K-Y Jelly on himself in his office.
Epps, who is a mother of three, was facing foreclosure and financial difficulties at the time, and Maddrey allegedly used this to his advantage. He would often demand sexual favors, including unsolicited oral sex, in exchange for overtime opportunities. Epps reportedly felt “afraid to tell anyone about the assault, for fear of them not believing her.”
The alleged abuse continued for over a year, with Maddrey making frequent demands for sex and other emotional manipulation. Epps even had to pay for a vacation for Maddrey and his wife, which she claims was “a script” created by Maddrey to make it appear like a legitimate gift.
Maddrey’s lawyer, Lambros Lambrou, has denied all the allegations, calling them “completely meritless.” However, the NYPD has suspended Epps and opened an investigation into her claims. Epps has since filed a complaint with the Equal Opportunity Employment Commission (EEOC) and is planning to file a lawsuit against the city.
