Gabbard claims 9/11 could have been prevented due to intelligence “stovepiping”.

Tulsi Gabbard, President Donald Trump’s nominee to be director of national intelligence, has stated that the 9/11 attack likely could have been prevented if not for government “stovepiping,” where intelligence is delivered directly to high-ranking officials without being shared more broadly.

During her confirmation hearing before the Senate Intelligence Committee, Gabbard said that there was a general consensus that there was a massive intelligence failure on 9/11, and that stovepiping of information and intelligence occurred at many levels, including at the highest and lowest levels.

Gabbard explained that information collected by the FBI and CIA was not being shared, leading to a situation where “ships were passing in the night.” She stated that if there had been an integration of intelligence elements and information sharing, it is likely that the attack could have been prevented.

Senator Roger Wicker pressed Gabbard on whether the intelligence community could face another “stovepipe” issue in the future if plans to trim the DNI office of redundant jobs and increase efficiency, as Gabbard has said she will do, are put into effect. Gabbard responded that she is concerned that there are still problems with stovepiping that need to be addressed, and that unnecessary bureaucratic layers may be contributing to the problem.

Gabbard was elected to the U.S. House representing Hawaii as a Democrat in 2012, but left the party in 2022 and registered as an independent before becoming a Republican this year. She has been a vocal critic of the Democratic Party and has been endorsed by President Trump.
